Evaluation criteria and weights

In a sealed bid, score bids not only on price but also on criteria such as technical competence. The rules and how the price score is calculated.

All topics for buyers

Adding criteria is optional. If you do not add criteria, bids are ranked by price and you select the winner by looking at price. If you add criteria, each bid gets a weighted score between 0 and 100.

Good to know

Criteria exist only in a sealed bid. In an open auction the only criterion is price.

Adding a criterion

  1. In draft, click Add Criterion on the Evaluation Criteria card in the Tender tab.
  2. Enter the criterion name, for example "Technical competence" or "Delivery capability".
  3. Choose its type: Price, calculated by the system or Manual, scored by the buyer.
  4. Enter its weight as a percentage. Optionally add a description the supplier will see.
  5. The counter at the bottom of the card shows the total. When the total is 100, it says "Weights are complete".

Rules

  • If you add criteria, the weights must total exactly 100. Otherwise the tender cannot be published.
  • Exactly one criterion must be the price criterion. If there is none or more than one, the tender cannot be published.
  • Two criteria cannot have the same name.
  • A criterion's type cannot be changed later. To change it, delete the criterion and add it again.
  • Criteria change only in draft. After publishing, the scoring rule cannot be altered while bids are coming in.

How the price score is calculated

You do not enter the price criterion's score; the system calculates it: lowest bid price ÷ this bid's price × 100. The cheapest bid gets 100; one that is 25% more expensive gets 80.

The price is the amount the supplier quoted; a bid in another currency is converted at the rate at bid time. Score differences such as payment terms and delivery with separate criteria: Commercial terms.

Total score

Each criterion's score is multiplied by its weight and added up. Example: price 60%, technical competence 40%. A bid with a price score of 80 and a technical score of 90 totals 80 × 0.60 + 90 × 0.40 = 84.

What the supplier sees

The criteria, their weights and descriptions appear in the Tender Details tab of the supplier's portal: it knows how it will be evaluated before bidding. The scores you give are never shown to the supplier.
