The tender module has two separate permissions: viewing a tender and running a tender. Which one you have depends on your role and your relationship to the tender.
| Admin | Member | Requester | |
|---|---|---|---|
| View tenders | Yes | Yes | No, the module is hidden |
| Open a new tender | Yes | Yes | No |
| Run a tender | Every tender | Tenders they opened or own | No |
| Change the owner | Yes | No | No |
What running covers
The running permission covers every action that moves the tender forward: building the invite list, publishing or starting pre-qualification, making pre-qualification decisions, publishing addenda and FAQs, messaging suppliers, opening envelopes, starting a new round, correcting bid terms, scoring, selecting the winner and cancelling the tender.
Anyone with the viewing permission can see the tender details, the bids after the envelopes open, messages, the activity log and the award record.
No user, including Admins, can see bid amounts before the envelopes are opened. Permissions do not change this rule. Details: How sealed bids work.
Owner
The person who opens the tender automatically becomes its owner. Only an Admin can change the owner: Change on the owner row in the tender's Tender tab. The change is written to the activity log.
A tender without an owner cannot be published: the "Assign an owner" row in the publish checklist is not ticked and the publish button stays disabled.
Tabs in the tender list
| Tab | What it shows |
|---|---|
| All Tenders | Every tender in your company. |
| My Tenders | Tenders you own. |
| No Manager | Tenders without an owner. An Admin assigns an owner to orphaned tenders here. |
Tell us what you see on screen and we will look at it together.
